Se reseña un diálogo entre el asesor de Seguridad Nacional de EE.UU. para Asuntos Económicos Internacionales, Michael Froman, y la designada de los comisionados europeos para el Clima, Connie Hedegaard. En el cable se establece que “ella respondió que nosotros necesitaríamos trabajar sobre los países que no nos son útiles, como Venezuela o Bolivia. Froman estuvo de acuerdo con que necesitaremos neutralizar o marginar esas y otras naciones como Nicaragua, Cuba, Ecuador”.

LA CIDH DENUNCIA 20 MIL SECUESTROS EN UN AÑO, QUEJAS DE CENTROAMERICA

México es una trampa para inmigrantes

Honduras, Guatemala y El Salvador reclamaron al gobierno de Felipe Calderón que investigue la captura y desaparición de 50 ciudadanos de esos países en Oaxaca que viajaban indocumentados hacia la frontera estadounidense.

La travesía ilegal de los centroamericanos pobres que sueñan conseguir una nueva vida en Estados Unidos se parece, cada vez más, a una pesadilla. Sobre todo en territorio mexicano, el último tramo del camino. La Comisión Nacional de Derechos Humanos de México (CIDH) denunciará en su informe correspondiente al corriente año que fueron cerca de 20 mil los inmigrantes ilegales secuestrados durante 2010. Ayer, Honduras, Guatemala y El Salvador reclamaron al gobierno de Felipe Calderón que investigue la captura y desaparición de 50 ciudadanos de esos países en Oaxaca, al sur del país azteca, que viajaban indocumentados hacia la frontera estadounidense. Si bien a principio de semana el Ejecutivo desestimó el hecho de Oaxaca, ayer comenzó a reunir declaraciones para empezar a resolverlo.
El responsable de la oficina de atención a migrantes de la CIDH mexicana, Fernando Batista, dijo que la situación está peor que nunca. “La cifra visualiza un problema que sigue latente en el país y que, lejos de que se hayan tomado acciones para prevenir y procurar justicia, se advierte todo lo contrario”, remarcó a La Jornada de México. La cantidad aproximada de secuestros sucedidos en 2010 –figurará con exactitud cuando el organismo divulgue el informe– duplica a la correspondiente a 2009, cuando se registraron 9758 capturas.
El secuestro de medio centenar de inmigrantes en la localidad de Chahuites, Oaxaca, es el último caso del que tomó conocimiento la CIDH, a través de una denuncia que el gobierno de El Salvador radicó el martes ante el gobierno de México. Honduras y Guatemala se sumaron al reclamo rápidamente.
Personal de protección a los migrantes de la Cancillería salvadoreña tomó contacto con sobrevivientes de la captura a principios de semana y, a través de los testimonios, las autoridades consulares lograron reconstruir lo ocurrido en la madrugada del 16 de diciembre. Según los dichos, un grupo de hombres vestidos de negro, encapuchados, con machetes y armas de fuego frenó un tren de carga en el que viajaban varios inmigrantes ilegales rumbo a la frontera con Estados Unidos. Los obligaron a abandonar el transporte y a subir a dos camionetas, en las que los trasladaron hasta una casa. Una docena de personas logró escapar y llegar hasta un albergue ubicado a mitad de camino. Los testigos coincidieron en que los secuestrados llegan a ser cincuenta, entre los que se cuentan treinta niños de entre 11 y 16 años, aunque no pudieron especificar cuántas de las víctimas son hondureños, salvadoreños y guatemaltecos.
La versión coincide con la información recogida por la CNDH, que también dialogó con los inmigrantes refugiados en el albergue. Ayer, los ministerios de Relaciones Exteriores de los tres países exigieron de manera conjunta al Ejecutivo que investigue los hechos para “dar lo antes posible con el paradero de las personas secuestradas, se deduzcan responsabilidades y se castigue a los culpables”, para evitar que “este tipo de delitos vuelvan a ocurrir”, sostiene el documento.
La Cancillería de El Salvador en México recogió de sus agencias consulares que el hecho del 16 de diciembre se suma a otros seis de la misma naturaleza sucedidos durante 2010. El vicecanciller salvadoreño, Juan José García, detalló que según “en seis secuestros colectivos y 59 raptos individuales perpetrados por el delito organizado en el sur de México, han sido capturadas 103 salvadoreños en situación de inmigrantes ilegales”. Dentro de los secuestros colectivos ocurridos en México se contabiliza el que terminó en agosto pasado en la masacre de 72 migrantes, 14 de ellos salvadoreños, en Tamaulipas.
Para Honduras, el gobierno azteca tiene buenas intenciones, pero pocas acciones. En ese sentido opinó el canciller hondureño, Mario Canahuati: “No quiero hablar de complicidad (entre el crimen organizado y autoridades mexicanas), sino de falta de acciones que permiten que grupos delictivos como Los Zetas o Los Maras operen con éxito”.
El gobierno mexicano desestimó la denuncia que El Salvador radicó de manera individual el martes por carecer de sustento. Entonces, el canciller de El Salvador, Hugo Martínez, acusó a México de aumentar sus recursos para detener a inmigrantes en vez de perseguir a las bandas que los secuestran. Luego de rechazar las acusaciones, y recibir el alerta de la CNDH, el Ejecutivo azteca decidió iniciar la investigación, pero hasta ahora no reconoce oficialmente que se haya producido esa acción delictiva. El Instituto Nacional del Migrante se puso en contacto con los testigos y les ofreció refugio, mientras que la Subprocuraduría de Investigación Especializada en Delincuencia Organizada (Siedo) comenzó a escuchar sus testimonios. Ante las historias, el titular de ese organismo, Salvador Beltrán del Río, vaticinó que “el móvil del secuestro podría ser la utilización de los indocumentados para mano de obra de los grupos de narcotráfico y crimen organizado”. American exceptionalism, American hypocrisy

AMERICA'S reaction to WikiLeaks' recent trickle of confidential diplomatic messages has not improved its reputation in Europe, at least according to this article by Steven Erlanger in the New York Times. Mr Erlanger offers an entertaining run-down of sharply critical opinions from pundits and politicos across the pond. Their theme, as Mr Erlanger puts it in his lede, is that "Washington’s fierce reaction to the flood of secret diplomatic cables released by WikiLeaks displays imperial arrogance and hypocrisy, indicating a post-9/11 obsession with secrecy that contradicts American principles".


Near the end of the piece, Mr Erlanger touches on a second theme which I think may shed some light on the first. The content of the cables, some commentators say, has hurt the American government's reputation less than has its bumbling, alarmed over-reaction. The United States' diplomatic corps itself comes off looking professional and well meaning:


Renaud Girard, a respected reporter for the center-right Le Figaro, said that he was impressed by the generally high quality of the American diplomatic corps. “What is most fascinating is that we see no cynicism in U.S. diplomacy,” he said. “They really believe in human rights in Africa and China and Russia and Asia. They really believe in democracy and human rights. People accuse the Americans of double standards all the time. But it’s not true here. If anything, the diplomats are almost naïve, and I don’t think these leaks will jeopardize the United States. Most will see the diplomats as honest, sincere and not so cynical.”


This is charming. Most Americans don't grasp the extent to which their country is considered throughout the world a bullying, opportunistic, imperialist power. Mr Girard sounds almost surprised by the "almost naïve" sincerity of American diplomats' commitment to democracy and human rights. And I think he is right that the intelligence, good humour, and benevolent intentions on display in the cables redounds to the benefit of the American foreign service's reputation.


But should it be so surprising that aspiring global hegemons do not run on the fuel of dishonesty and cynicism? "The White Man's Burden" is perhaps history's most earnestly idealistic poem. Sturdy conviction in the cause of democracy and human rights, the belief that America is exceptional in its embodiment of these values, and the confidence that American power is generally applied on the side of justice make an almost ideal ideological basis for assuming the role of freedom's global steward, of the kindly superindentant of the world's lesser powers.


I propose that this sort of exceptionalism helps explain the well-meaning earnestness of America's diplomats, the ubiquity of American surveillance and intervention, as well as the widespread American hostility toward WikiLeaks. Americans by and large trust their military, their foreign service, and even their spy agencies basically because all of them are full of Americans. If the good patriots keeping the world safe for democracy feel they need to keep certain things secret, then they need to keep certain things secret. To splash those secrets all over the internet is simply to interfere with America's attempt to carry its noble burden, to perform its urgent and necessary task, to make the world a little less safe for democracy. What kind of person would do that?


The more plausible that line of thought sounds to you, the more WikiLeaks will strike you as something akin to a terrorist enterprise. But the more you see a hegemonic America as a problem and not a solution, the more WikiLeaks will strike you as a welcome check on a dangerous, out-of-control hyperpower drunk on its own good intentions. In that case, it may seem that the American political establishment and the collaborating media has grown blind to the hypocrisy so clearly apparent to others in its approach to WikiLeaks because it has forgotten that freedom and democracy have meaning apart from their role in justifying the operations of the far-flung secret-shrouded state.

Paréntesis

Me encuentro dentro de un gran paréntesis... No he actualizado mis blogs porque he perdido el interés en "jugar con reglas de juego" impuestas y cambiadas por "los dioses de la red" (en buen romance "sabotajes" y/o "censura"). Honestamente no sé si tenga sentido jugar con tramposos.
Además, a últimas fechas tiendo a pensar que el Mundo es una porquería... Los amigos me pueden encontrar en Facebook, de cualquier manera. Es más práctico y relajado para bloguear.
